Jim Meeks, President and CEO
Jim Meeks is the President and CEO of MTAG Services. Mr. Meeks has over 24 years of
experience in the real estate industry with 16 of those years in specialty asset servicing.
He founded MTAG Services in 2010 in a spin-off transaction with Mooring Tax Asset Group.
Prior to this, he held various management roles with Mooring Financial Corporation. He
joined Mooring Financial Corporation in 1994 as Controller and was appointed Vice
President in 1997. He was promoted to Chief Operating Officer of Mooring Tax Asset Group, an affiliate of Mooring
Financial Corporation, and was appointed its President in 1999. He is a member of the
Board of Directors of the National Tax Lien Association and currently serves as the
Association Treasurer. He has served as the past President and Secretary of the Association.
Mr. Meeks received his Bachelor of Science degree in Accounting from Virginia Tech, his CPA
certificate in Virginia, and earned an MBA in Finance from George Mason University.
Adam Berman, Vice President and Chief Operating Officer
Adam Berman was appointed Chief Operating Officer of MTAG Services as part of the spin-off
transaction with Mooring Tax Asset Group which he joined in 2005 as head of the IT department.
In 2007 Mr. Berman was promoted to Director of Servicing and IT under Mooring Tax Asset Group.
He has 20 years of IT experience and previously worked as Director of Professional Services of The
Middleware Company, an enterprise software development training and consulting organization, that
was later acquired by Veritas Software Solutions. Prior to working for The Middleware Company, Mr.
Berman was employed for five years at Unisys. He graduated from Emory University with a Bachelor
of Science degree in Math and Computer Science.
Marc Marino, Director, Asset Management
Marc Marino is the lead Asset Manager for the NYCTL Servicing Contracts, a position which
he also held prior to the spin-off from Mooring Tax Asset Group. Mr. Marino joined Mooring Tax
Asset Group in 1999 as head of the Special Servicing Group. Prior to joining Mooring Tax Asset
Group, he worked with Bank of New York in asset management in the Washington, DC area.
Before working with Bank of New York, Mr. Marino worked for a nationally rated special servicing firm.
He directed their activities under its SAMDA asset management engagements with the Resolution
Trust Corporation (RTC), which included five institutions' portfolios of commercial REO and
non-performing commercial loans located primarily in the Mid-Atlantic market, including New York City.
Mr. Marino has over 20 years of experience in managing non-performing assets including foreclosures,
bankruptcies, work-outs and REO disposition of commercial loans and tax liens.
William W. Waller, General Counsel
William W. Waller is General Counsel of MTAG Services. Mr. Waller joined Mooring Tax Asset
Group as Corporate Counsel in March 2005, after being in private practice for 10 years. From
2005 to 2010, in addition to handling Mooring's Corporate Counsel responsibilities, he was
attorney of record in hundreds of tax foreclosure lawsuits involving District of Columbia and
Maryland property tax liens. For the five years prior to joining Mooring, Mr. Waller focused
almost exclusively on real estate law, including settlements and a wide variety of real estate-related
litigation. Mr. Waller has considerable experience in the tax lien business, having worked with
Mooring from 2002 to 2005 as outside counsel handing both resale closings and tax lien foreclosure
lawsuits. Mr. Waller holds a law degree from American University as well as Bachelor's and Master's
degrees in English from the University of Delaware.
Jeff Frantz, Director, Asset Management
Jeff Frantz retained his position as the Director of Asset Management which he was promoted to
under Mooring Tax Asset Group in 2009. Mr. Frantz joined Mooring Financial Corporation in 2008
as an asset manager with Mooring Capital Fund, a private equity fund focused on acquiring and
managing distressed, sub-performing commercial loans. Prior to joining Mooring Financial Corporation,
he was an associate with Gourley & Associates, a private commercial lending company. He served
ten years with the US Air Force as a pilot and holds a Bachelor of Science degree in systems
engineering from the University of Southern California and a Masters of Science degree in management
from Troy University.
